The public discussion, titled \u201cCampus is Not a Barracks: Rejecting the Normalization of the Military in the Campus Environment,\u201d was held on Friday, May 23, 2025. The event was held in the Oemi Abdurachman Meeting Room and was attended by 82 participants from various faculties and student organizations.<\/p>\n<p><strong>The Military on Campus: Between Dark History and New Threats<\/strong><\/p>\n<p>Historically, military involvement in civilian institutions, including campuses, has deep roots in Indonesian political history. During the New Order era, the military not only held power in national defense and security, but also sat in parliament and became part of the campus structure. Campuses were used as a tool to legitimize power and control state ideology. Students who were critical of the regime were seen as a threat. They often faced repressive actions, either directly through the forced dissolution of activities or through restrictions on academic rights.<\/p>\n<p>Although the reform era has been underway for more than two decades, control over academic freedom is beginning to reappear. The military is slowly entering many campuses in various ways, from holding events on campus to intervening in student discussions. There is even talk of teaching on campus, which has become a hot topic in the media.<\/p>\n<p>As a result, this military involvement has raised critical questions from various circles: Is the campus still a safe space for free thinking? How does this affect the climate of democracy and freedom of expression among students?<\/p>\n<p><strong>Student Response: Widespread Anxiety<\/strong><\/p>\n<p>The Head of the Kastrat Department of BEM Fikom Unpad, Qurrota Ayuni Maratut Tabrizah, said that this public discussion was motivated by concerns among students about the discourse on the entry of the military into the campus environment. According to her, campuses, as places where young intellectuals grow, should uphold the spirit of democracy and openness.<\/p>\n<p>In this context, the militarization of campuses is part of a broader agenda to shape a generation that does not question authority.<\/p>\n<p><strong>Threatened Educational Values<\/strong><\/p>\n<p>This issue is relevant because it comes amid growing awareness among students of the importance of the right to speak out without fear. Military involvement in civilian affairs, particularly in the education sector, is feared to normalize a command-based approach to power.<\/p>\n<p>This contradicts the fundamental values of higher education, which emphasize the pursuit of critical and open scientific truth. As an educational institution that upholds academic freedom, Fikom Unpad students feel responsible for educating their fellow students and the community. Therefore, through this forum, Kastrat Fikom Unpad is opening up a space for critical and participatory dialogue. This forum aims to discuss issues related to the future of academic freedom.<\/p>\n<p><strong>Discussion Format: From Talk Shows to Interactive Panels<\/strong><\/p>\n<p>This public discussion was held in the form of a talk show, followed by a panel discussion between the moderator, speakers, and participants. The moderator raised several issues related to the militarization of campuses that had been circulating on social media. These issues were then divided into two discussion sessions. The first session focused on the militarization of campuses from an academic perspective, while the second session discussed civil rights violations resulting from the militarization of campuses.<\/p>\n<p>By raising this theme, BEM Fikom Unpad wants to ensure that the campus remains a safe space for freedom of thought. In addition, it reminds us that democracy will not grow in soil watered by fear. This public discussion also features a variety of speakers from various backgrounds who enrich the perspectives in analyzing this issue. The speakers bring deep expertise and experience in fields ranging from academia to civil society advocacy.<\/p>\n<p><strong>Academic Perspective: Historical and Social Impact<\/strong><\/p>\n<p>The first speaker was Prof. Muradi, S.S., M.Si, M.Sc., Ph.D., a professor at the Faculty of Social and Political Sciences, Padjadjaran University. He discussed the growing trend of military involvement in civilian spaces, particularly universities. This involvement occurs through policies, research collaborations, and national defense programs. Prof. Muradi highlighted that the phenomenon of militarization is rooted in the history of civil-military relations in Indonesia. This phenomenon is also influenced by political dynamics, regime legitimacy, and regulatory changes. One such change is Law No. 3 of 2025.<\/p>\n<p>Although cooperation with the military is not entirely negative, Prof. Muradi made an important point. He emphasized the importance of maintaining campus autonomy from military influence. Collaboration should be limited to research and technology, not domination in the field of education.<\/p>\n<p>The next speaker was Dr. Abie Besman, S.Sos., M.Si., a lecturer in the Journalism Study Program at Fikom Unpad. As a journalism lecturer, he responded to this issue from the perspective of political communication. Dr. Abie explained how historical media has been flexible towards those in power. Media can be critical, but also accommodating in order to survive. He highlighted the pragmatic attitude of media in adapting to political and economic pressures. Regulatory pressures also play a major role.<\/p>\n<p>Case studies from the Old Order to the Prabowo-Gibran era are important examples. Media control has now shifted from physical repression to economic and digital pressure. The media continues to play a role in shaping public narratives. However, journalistic integrity now faces challenges from power and business interests.<\/p>\n<p><strong>From a Legal Perspective: Civil Rights Under Threat<\/strong><\/p>\n<p>From a legal perspective, Heri Pramono, S.H., Chair of the Bandung Legal Aid Institute (LBH), discussed the dangers of military involvement in civilian and campus affairs. Military presence has the potential to threaten university autonomy and academic freedom. It also disrupts the safe space for students. The military is an institution with the authority to use violence.<\/p>\n<p>Therefore, the military should not be present in critical academic spaces. Freedom of expression is guaranteed by Article 19 of the UDHR. Mr. Heri also highlighted the weak civilian control over the military after the reform. The discussion touched on various violations of students&#8217; freedom of expression. This is an alarm about the potential return of intimidating practices in the era of democracy.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"size-full wp-image-41016 aligncenter\" src=\"https:\/\/fikom.unpad.ac.id\/wp-content\/uploads\/2025\/06\/2-2.jpg\" alt=\"\" width=\"500\" height=\"283\" srcset=\"https:\/\/fikom.unpad.ac.id\/wp-content\/uploads\/2025\/06\/2-2.jpg 500w, https:\/\/fikom.unpad.ac.id\/wp-content\/uploads\/2025\/06\/2-2-300x170.jpg 300w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/p>\n<p><strong>Young Moderator, Serious Issues<\/strong><\/p>\n<p>This public discussion was moderated by Zulfa Salman Aman, a student at the Faculty of Communication Sciences, Padjadjaran University, who is also active in various campus discussion forums. In her role as moderator, Zulfa ensured that the forum was conducted in an open, critical, and balanced manner. She also facilitated a question and answer session as a space for participants to express their views on the issue of militarization on campus.<\/p>\n<p>The presence of a moderator who is sensitive to social issues is able to keep the discussion dynamic, inclusive, and productive. With a communicative approach, Zulfa bridges the ideas of the speakers and the audience so that the discussion runs smoothly and is easy to understand.<\/p>\n<p><strong>Participants&#8217; Responses to Issues of Militarization and Freedom of Expression<\/strong><\/p>\n<p>During the question and answer session, participants and speakers critically discussed issues of civil liberties, militarization, and the role of institutions. Regarding ITB Rector Regulation No. 8 of 2023 Article 18 paragraph 1, military training is explicitly not mandatory. The obligation to defend the country applies to all citizens, including students and civil servants, as part of strengthening national human resources. Since Indonesia is not at war, participation is directed through the Student Military Training Corps (Menwa), not through direct militarization of the campus.<\/p>\n<p>In response to the student meme depicting Prabowo and Jokowi kissing, social context is an important factor in assessing its meaning. Such critical works are valid as political expressions, but they must be viewed from an objective and proportional perspective. Freedom of expression is a right, but it must be accompanied by an understanding of its substance and impact in the public sphere.<\/p>\n<p>Participants also raised the issue of violence committed by officials against students. It was emphasized that cases are not always handled through formal legal channels. The first step is to identify the perpetrator and the location of the incident, and to coordinate with women&#8217;s protection agencies. If the perpetrator is a member of the military, legal proceedings are conducted through military courts in accordance with applicable jurisdiction.<\/p>\n<p>In the media, it is emphasized that there is no such thing as complete freedom in the newsroom. The media remains bound by political and economic systems and algorithms, especially in today&#8217;s digital landscape. Conventional media outlets such as Kompas strive to maintain balance by upholding the principles of independence and impartiality.<\/p>\n<p><strong>Expectations from the Student Critical Forum<\/strong><\/p>\n<p>With the presence of the speakers, this event enriched the discussion in terms of substance and scientific perspective. The discussion showed that the issue of campus militarization is closely related to many aspects of student life. These issues include education policy, law enforcement, and broader democratic dynamics. This event serves as an example of collaboration between academics, civil society advocates, and students. Such collaboration is crucial for maintaining campuses as safe spaces for free thinking and the expression of truth.<\/p>\n<p><img decoding=\"async\" class=\"size-full wp-image-41018 aligncenter\" src=\"https:\/\/fikom.unpad.ac.id\/wp-content\/uploads\/2025\/06\/3-1.jpg\" alt=\"\" width=\"530\" height=\"258\" srcset=\"https:\/\/fikom.unpad.ac.id\/wp-content\/uploads\/2025\/06\/3-1.jpg 530w, https:\/\/fikom.unpad.ac.id\/wp-content\/uploads\/2025\/06\/3-1-300x146.jpg 300w\" sizes=\"(max-width: 530px) 100vw, 530px\" \/><\/p>\n<p>At the end of this series of public discussions, participants are expected to have a comprehensive understanding of the militarization of campuses. This includes the various forms of intervention by the authorities in higher education. Participants are also expected to understand the impact of militarization on academic freedom and civil rights. Through presentations by resource persons, participants will be able to identify emerging legal issues. Participants are also expected to reflect on the role of campuses in safeguarding democratic spaces. This discussion aims to generate constructive advocacy and civil resistance strategies. Additionally, participants are expected to formulate joint recommendations. These recommendations will promote more equitable policies and uphold the autonomy of higher education institutions.
