Faculty of Communication Sciences Universitas Padjadjaran in collaboration with KPID West Java held a Hybrid National Seminar which is part of the 89th National Broadcasting Day event series with the theme “Preparing to Welcome ASO Towards Digitalization of National Broadcasting” on Wednesday, March 30, 2022 at 08.00-12.00 WIB. The seminar was attended by the Dean, Vice Dean, Head of Study Program, lecturers, invitees, and students held in a hybrid manner at the Auditorium of Fikom Unpad and through a zoom meeting.
Director of Legal Governance and Communication of Unpad Dr. H. Isis Ikhwansyah, S.H., M. H., in his speech said that the National Seminar with the theme “Preparing to Welcome ASO Towards Digitalization of National Broadcasting” which was held on April 1 to coincide with HARSIARNAS (National Broadcasting Day) in 2022 became a momentum for Indonesian broadcasting to assess itself and realize the challenges ahead while starting a new history entering the digital era. We really appreciate the organization of this seminar, as it is known that after years of delay, the government established ASO in Indonesia which will end on November 2, 2022 by going through quite long stages based on Permen 11 of 2021, namely the first stage has been passed on April 30, 2022 then the second stage on August 25, 2022 and the third stage on November 2, 2022. The ASO will change the landscape of national broadcasting and will also have consequences that are not simple, the broadcasting world must move quickly to prepare several things from the infrastructure aspects of the broadcasting industry and its people.
Faiz Rachman S.STP., MAP as Head of the Public Communication Information Division of the West Java Diskominfo in his remarks said that the 89th HARSIARNAS in 2022 had started its series from March 26, 2022, all stages and series had run and were carried out smoothly and well. This is an extraordinary momentum because it is related to the theme related to ASO. It is hoped that the HARSIARNAS series as well as phase one of ASO will run smoothly in West Java and utilize this momentum for now so that people know ASO.
Agung Suprio as the Chairman of the Central KPI in his speech said that speaking of digitalization there are several interested parties, namely first TVRI because TVRI is a multiplexer organizer, the second is Private TV as a Muks organizer and hopes that Private TV can provide massive socialization related to ASO then the Central Government (Diskominfo) and Regional Government (West Java Provincial Government) or more specifically Diskominfo Jabar then the audience who will later enjoy digital broadcasts. Why is it held on campus? Because the campus is a place for creative industries or prospective workers who will be able to contribute to creativity both on television and the internet because ASO is not only related to broadcast but related to broadband so the employment sector will open up very much because of ASO.
Rosarita Niken Widiastuti, Special Staff of the Minister of Communication and Information, conveyed about digitalization where we all understand that digitalization is a necessity, whether we like it or not, we will enter this digitalization era. Digitalization has entered all areas of our lives and broadcasting is no exception. In 2020, the president instructed the Ministry of Communication and Information to accelerate digital transformation.
The next agenda was a talk show with speakers Mulyono Hadi Purnomo as Deputy Chairman of the Central KPI, Supriyono, S. Kom., M.M as Technical Director of TVRI and Dr. Dadang Rahmat Hidayat, S. Sos., SH., M. Si as Dean of the Faculty of Communication Sciences, Padjadjaran University with moderator Fikom Unpad lecturer FX. Ari Agung Prastowo, S. Sos., M. I.Kom. Not a few people know what ASO is and Mulyono Hadi Purnomo explained that we must have changed from analog to digital if it is likened to black and white TV to color TV vhf broadcast to uhf broadcast and in principle it only changes the antenna as well as analog TV to digital TV just adding a set top box, the hope is that with ASO it will spread more.
Furthermore, according to Supriyono, S. Kom., M.M. that the urgency of leaving the analog world towards the world of digitalization that the benefits are clear related to digitalization. There are several advantages related to digitalization, for example, for the state, namely when it has been totally digitalized, then there is such a thing as a digital dividend that will be developed and the government will develop the use of broadband internet with very high speeds and of course it will have an impact on society in general both financially and indirectly. From a communication perspective, seeing the phenomenon of people who do not know what ASO is, does society currently need ASO acceleration? Dr. Dadang Rahmat Hidayat, S. Sos., SH., M. Si. agreed that digitalization is necessary both slowly and quickly because Indonesia has been left behind but it turns out that digitalization in Indonesia, especially broadcasting, has had different views from the beginning but slowly it is getting smoother. Policies can be understood and implemented in total must be brought closer to various interests and immediately eliminated. The event continued with a question and answer session and the signing of a Cooperation agreement between Fikom Unpad and the Indonesian Digital Broadcast Television Association. (DM)
